Since the 16th, heavy rain has poured down mainly in the central region and the Chungcheong area, resulting in the deaths of 2 individuals. In the Chungnam region, train services were suspended, roads were flooded, and schools were closed.
On the 17th, the Central Disaster and Safety Countermeasure Headquarters (CDSCH) reported that 2 people had died due to injuries caused by the heavy rain.
In Osan, Gyeonggi Province, at around 7:04 p.m. the previous day, a 10-meter-high retaining wall collapsed at the Gajang intersection toward Suwon, crushing a car passing on the adjacent road. The driver, a man in his 40s surnamed A, was found in a state of cardiac arrest around 10 p.m. that evening and was transported to a nearby hospital, but he died. The vehicle driven by A was severely damaged, crushed under a concrete structure weighing 180 tons, measuring 40 meters in length and 10 meters in height.
In Seosan, Chungnam Province, at around 3:59 a.m. that day, a report was received by the 119 emergency service indicating that a vehicle had submerged on a road in Seongnam-dong. Rescuers who responded to the call managed to save three occupants from the submerged vehicle around 5:14 a.m. Then, at approximately 6:15 a.m., they discovered a man in his 50s surnamed B in a state of cardiac arrest in another submerged vehicle that was parked nearby and urgently transported him to the hospital. Unfortunately, he died.
In Cheongyang-gun, Chungnam Province, a landslide occurred at around 9:34 a.m. that day in Jujeong-ri, Daechi-myeon. Fire authorities rescued two residents who were buried under the soil from the landslide around 9:50 a.m. and transported them to a nearby hospital. They are reported to have sustained injuries to their legs and other areas but are not in life-threatening condition.
As schools in the Northwestern Chungnam area suffered from flooding, kindergartens, elementary, middle, and high schools were closed. The Chungnam Office of Education issued a blanket closure order for all schools in five cities including Dangjin, Seosan, Asan, Yesan, and Hongseong. The city of Cheongju in Chungbuk issued evacuation orders to residents of the villages of Hoegye-ri and Sangbong-ri in Osong-eup.
As of 10 a.m. that day, a total of 1,070 people from 313 households in five cities and provinces were temporarily evacuated. Out of these, 1,041 individuals from 287 households had not yet returned home. Authorities provided temporary housing facilities in community centers, senior centers, and schools to 975 people from 267 households.
With heavy rain falling, operations of 39 passenger ferries on 31 routes, including Mokpo-Hongdo, Gyeokpo-Wido, and Gunsan-Eocheong, were suspended. Access to 374 sections across 15 national parks including Bukhansan, Jirisan, and Sobeaksan has been restricted. Entry to 90 riverbank areas and 69 parkings for flood control is currently prohibited.
Korea Railroad Corporation (KORAIL) suspended operations of regular trains on the Gyeongbu Line from Seoul Station to Daejeon Station starting at 4:30 a.m. that day. Services on the Jeongang Line from Cheonan Station to Iksan Station and on the West Sea Line from Hongseong Station to Seohwasong Station are also halted. Trains on Line 1 were temporarily suspended from Pyeongtaek Station to Sinchang Station. Regular train services on the Chungbuk Line from Osong Station to Jecheon Station were suspended starting from 9:04 a.m. KTX services are operating normally across all lines.
According to the Korea Meteorological Administration, as of 12 p.m. that day, heavy rain alerts were in effect for the central region, Jeolla, and Gyeongsang areas. Some locations are experiencing very heavy rainfall, ranging from 20 to 80 millimeters per hour, accompanied by gusts and thunder and lightning.
From midnight the previous day until 12 p.m. that day, the cumulative rainfall was recorded as follows: Seoul 139.7 mm, Incheon 118 mm, Suwon in Gyeonggi 109.7 mm, Seosan in Chungnam 518.9 mm, Hongseong 411.4 mm, Jeonju 381 mm, Naju in Jeonnam 137 mm, and Ham-an in Gyeongnam 186.5 mm.
The rain clouds are moving southward. From 11 a.m. that day, the rainfall in the next hour included 83.5 mm in Naju in Jeonnam, 80 mm in Nam-gu, Gwangju, 42 mm in Jeonju in Sejong, 34 mm in Cheonan in Chungnam, 32.8 mm in Daejeon, and 56.5 mm in Docheon, Changnyeong in Gyeongnam.
