North Korea is pushing to establish departments related to artificial intelligence (AI) at universities. The Labor Party's official newspaper, Rodong Sinmun, reported on the 9th that educational structural innovations were discussed during the expanded meeting of the 12th plenary session of the 8th Central Committee of the party held at the end of last month.
The newspaper emphasized that to cultivate talent, innovations such as the establishment of departments related to artificial intelligence technology should be prioritized, stating, “This year, universities are actively working to integrate and reorganize faculties and departments and bring forth new departments.”
On the homepage of Kim Il Sung University, 'Ryongnamsan', a post was published on the 27th of last month stating that the Kim Il Sung University Artificial Intelligence Technology Research Institute set a high goal to replace people's mental labor using GPT technology.
The Kim Il Sung University Artificial Intelligence Technology Research Institute previously showcased the use of ChatGPT, a conversational AI service developed by the U.S. company OpenAI, in an interview with North Korea's external propaganda media, 'Voice of Korea', in February.
At that time, Dr. Han Cheol-jin of Kim Il Sung University noted, “We are providing ways to deeply acquire advanced technology and methods to adopt it as our own.”
The Central Science and Technology Information Agency, a representative information technology research institution in North Korea, also introduced ChatGPT in the latest issue (2025, No. 2) of its bimonthly magazine, 'The World of Science', through a special feature titled 'The Present and Future of Artificial Intelligence.'
Researcher Kim Seol-gyeong stated in a contribution that GPT-4 has already passed the 'Turing test,' an experiment to determine whether a machine possesses artificial intelligence, and predicted, “It is certain that the performance of artificial intelligence, including ChatGPT, will improve and that the level of intelligence will increase at a pace that exceeds human expectations.”
