The special investigation team for the insurrection reportedly resumed its afternoon questioning of former President Yoon Suk-yeol at 4:45 p.m. on the 28th, three hours and 15 minutes after he failed to comply with the afternoon questioning originally scheduled for 1:30 p.m.

Special investigator Big Ji-young stated at a media briefing at 7 p.m. that they resumed the second round of questioning around 4:45 p.m., noting, "The investigation is ongoing regarding the foreign concerns related to the suspicion that former President Yoon induced the attack from North Korea and the situation at the Cabinet meeting." Special investigator Park mentioned that the current investigation is being conducted by Directors General Kim Jeong-guk (35th Judicial Research and Training Institute) and Jo Jae-chul (36th Judicial Research and Training Institute), stating, "Former President Yoon did not sign the witness statement from the morning investigation."

Special investigator Park continued, "As for the arrest obstruction that former President Yoon's legal team is questioning regarding the police officer's investigation, we ultimately could not resume the investigation," adding, "Actions were taken accordingly." When reporters asked, 'What actions were taken?' Special investigator Park responded, "Literally. I will not elaborate further."

Earlier that day, the special investigation into former President Yoon began at 10:14 a.m. and lasted about an hour. It is reported that a police officer dispatched to the special investigation conducted inquiries into former President Yoon's obstruction of arrest and evidence destruction allegations.

However, former President Yoon's legal team demanded a change of investigators, stating that the police officer in question has been accused of illegal arrest. As the special investigation sought to resume questioning after lunch at 1:30 p.m., former President Yoon did not comply. Ultimately, he did not sign the witness statement, and the morning investigation concluded without resolution, resuming only at 4:45 p.m.

Former President Yoon is expected to continue being questioned after having dinner at 7 p.m. Special investigator Park noted, "The former president's team agreed to a late-night investigation," adding, "It seems physically difficult to complete the questioning today." Furthermore, he mentioned, "However, considering former President Yoon's health, we do not plan to extend beyond midnight," stating, "The parts not questioned today will be addressed in a subsequent summons for further investigation." Special investigator Jo Eun-seok, leading the insurrection special investigation team, was reported to be at the high prosecutor's office, receiving updates on the investigation situation.

Additionally, when reporters asked how they address former President Yoon, special investigator Park replied, "During the investigation, we refer to him as 'Mr. President,' but in the suspect's witness statement, we record him as 'the suspect' according to his legal status."
