The special investigation team for the insurrection resumed its investigation of former President Yoon Suk-yeol at 8:25 p.m. on the 28th. This followed a break for dinner after conducting a 2-hour and 15-minute investigation in the afternoon.
Former President Yoon was investigated from 4:45 p.m. to 7:00 p.m. by Director General Kim Jung-guk (35th Judicial Research and Training Institute) and Director General Cho Jae-cheol (36th), regarding foreign exchange allegations and the resolution process of the state council related to the state of emergency. The special investigation team plans to continue the investigation until around midnight.
Former President Yoon arrived at the Seoul High Prosecutors' Office at 9:56 a.m. on the same day and was investigated for about an hour starting at 10:14 a.m. by Park Chang-hwan, head of the Korean National Police Agency's major crimes investigation unit (superintendent), regarding allegations of obstructing the execution of an arrest warrant. The special investigation team attempted to resume the investigation concerning the allegations after lunch, but the former president's side refused the investigation, claiming that a police official dispatched to the special investigation was under accusation of illegal arrest.
After about three hours of confrontation with former President Yoon's side, the special investigation team ceased the investigation into the obstruction of arrest allegations and transitioned to an investigation led by the prosecution regarding the allegations. In the afternoon investigation, they looked into the allegations related to the 12·3 state of emergency, specifically accusing former President Yoon of inciting a North Korean attack related to foreign exchange allegations and the situation at the state council.
Special investigator Park Ji-young stated in a press briefing at 7:00 p.m., "Former President Yoon's side agreed to a late-night investigation," adding, "However, considering the health of former President Yoon, we do not plan to exceed midnight." She further noted, "It seems physically difficult to complete the investigation today," and added that the portions not investigated today would be subject to additional summons for investigation.
