Kim, the acting Minister, chaired the Central and Local Policy Council at the Government Seoul Building on the 27th and urged local government officials accordingly. This council serves as a forum for discussing matters related to the implementation of national policies regarding local administration and issues requiring consultation between the central and local governments.

He referred to the supplementary budget plan, which includes the payment of the "recovery consumption coupons," noting that quick execution requires active cooperation from the cities and provinces. He added, "The Ministry of the Interior and Safety and local governments will work together to create a nationwide atmosphere to boost consumption in order to revive the livelihood economy." This plan involves paying between 150,000 won to 520,000 won per person to revive the stagnant economy.

The acting Minister also emphasized, "The recovery consumption coupons should energize local small businesses and commercial districts in conjunction with local love gift certificates," and urged, "Please strive to develop initiatives for boosting local consumption, provide special support for revitalizing the local economy, manage local budgets expansively, and ensure stable management of local prices."
