A legal basis has been established for the Minister of the Interior and Safety and local government heads to request video information from video surveillance systems (CCTV) in cases where a disaster occurs and there are concerns about 'large-scale casualties'.
The Ministry of the Interior and Safety announced on the 24th that a revised ordinance of the Basic Disaster and Safety Management Act containing this information was approved at a Cabinet meeting and will go into effect on the 8th of next month. This revision specifies matters delegated from the Disaster Safety Act related to integrated control centers for video surveillance systems (CCTV) and integrated information systems for safety reporting.
First, the reasons for which information collected through CCTV can be requested by the Minister of the Interior and Safety, provincial and municipal heads, or other relevant agencies have been specified. Major reasons include ▲ issuance of weather warnings and crisis alerts ▲ receipt of disaster reports indicating concerns about large-scale casualties ▲ activation of the Central Disaster Safety Countermeasure Headquarters or local Disaster Safety Countermeasure Headquarters.
Detailed regulations necessary for the establishment and operation of integrated control centers for CCTV have also been prepared. The operation and management of the integrated control centers will be strengthened, and provisions have been made to enhance system security and prevent misuse of personal information while safely and reliably utilizing artificial intelligence (AI) technology. A basis for conducting regular training to strengthen the capabilities of control personnel has also been established.
A basis for the construction of the 'Integrated Safety Reporting System' (Safety Report Center), which allows for easy reporting of safety hazards, has also been prepared. Efficient reporting management is regulated, including the receipt and transfer of safety reports, management and inspection of processing results, and securing necessary personnel for report management.
