The Ministry of the Interior and Safety announced on the 22nd that it has improved the service application criteria so that the families of missing persons can apply for the 'One-Stop Inheritance Service' within one year from the 'date of declaration of disappearance' starting June 23.
The One-Stop Inheritance Service is a service that allows the unified inquiry of 20 types of asset information, including the deceased's deposits, insurance, securities, land, buildings, national tax, local government tax, and pensions, to be applied for 'within one year after death.'
In the case of disappearance, a declaration of disappearance must be obtained from the court to determine the expiration date of the disappearance period (the date considered as death or five years after the disappearance date), allowing the application for the inheritance service simultaneously with the declaration of death (declaration of disappearance).
However, it typically takes more than a year to receive a declaration of disappearance. Therefore, even if a request for declaration of disappearance is made at the time of death considered, there were cases where it was impossible to apply for the One-Stop Inheritance Service because a year had already passed since the date considered as death.
For example, if the date of disappearance is May 1, 2017, even if the family applies for a declaration of disappearance to the court on May 1, 2025, the court will declare May 1, 2022, which is five years after the date of disappearance, as the date considered as death. In this case, it will be impossible to apply for the One-Stop Inheritance Service because a year has already passed since May 1, 2022.
Accordingly, the Ministry of the Interior and Safety revised the regulations to allow missing persons to apply for the One-Stop Inheritance Service within one year based on the 'date of declaration of disappearance' instead of the 'date considered as death.'
The Ministry of the Interior and Safety noted, 'With this system improvement, we expect that families of missing persons who have received a declaration of disappearance will be able to overcome the difficulties of not being able to utilize the One-Stop Inheritance Service due to existing application period restrictions, and they will also be able to apply for inquiries into inherited property after the date of declaration of disappearance.'
The One-Stop Inheritance Service can be applied for simultaneously with the declaration of death or declaration of disappearance, or within one year. If the service is not applied for within the deadline, individual inquiries into the property must be made to respective institutions such as the Financial Supervisory Service or local governments.
