On the 21st, special prosecutor Cho stated, "At around 12:30 a.m., a written opinion regarding the defendant Kim Yong-hyun's objection and application for a stay of execution was submitted to the Seoul High Court."

Special prosecutor Cho began the investigation on the 18th after completing the preparation period and added charges against former Minister Kim for obstruction of official duties under duress and instigation of evidence destruction, requesting the cancellation of bail and the issuance of an additional arrest warrant for Kim.

In response, Kim's side claimed it was an 'additional indictment' and applied for a stay of execution and filed an objection to the additional charges at the Seoul High Court the previous day.
