On the 20th, heavy rain in the central region has led to a ban on citizen access to 29 rivers in Seoul, including Cheonggyecheon, Dorimcheon, Anyangcheon, Seongbukcheon, and Jeongneungcheon. In addition, the Seoul city government is partially operating five rainwater pump stations.

Due to the heavy rain, many roads in downtown Seoul were closed on the way to work. According to the Seoul Traffic Information Center (TOPIS) and the Seoul Safety Portal, the Seongdong Junction on the Eastern Arterial Road, the Gunsa Bridge interchange, and the Sukjeong Bridge ramp area toward Uijeongbu were closed completely. Access ramps to the Jungnang Bridge, Gunsa Bridge, Jang-an Bridge, and Wolreung Bridge on the Eastern Arterial Road toward Uijeongbu were also blocked. The closure of the Eastern Arterial Road was lifted about an hour later.

The Seoul city government activated the 'Phase 1 emergency response' at 6 a.m. on that day, with 461 personnel from Seoul and 3,094 personnel from 25 autonomous districts conducting operations at Phase 1.

According to the Korea Meteorological Administration, as of 8 a.m. on that day, heavy rain warnings were in effect for parts of Seoul, Incheon, and Gyeonggi, as well as some areas in Gangwon. Very heavy rainfall of 10 to 40 mm per hour was reported in some areas, particularly in the metropolitan area and Gangwon Province.

From 9 p.m. the previous day to 8 a.m. on that day, the cumulative precipitation was 142.0 mm in Geumgok, Incheon; 113.0 mm in Yangchon, Gimpo; 99.0 mm in Baekseok-eup, Yangju; 98.0 mm in Ildong, Pocheon; and 23.1 mm in Seoul.
