The supplementary budget (2nd additional budget) allocation has increased the budget under the Ministry of the Interior and Safety by about 11 trillion won. This is about one-third of the total supplementary budget of 30.5 trillion won. Most of the budget has been allocated for the 'livelihood recovery consumption coupon,' which grants each citizen between 150,000 won and 500,000 won.

On the 19th, the government noted that it increased the budget under the Ministry of the Interior and Safety by 10.9352 trillion won through the review and approval of the 2nd supplementary budget proposal at the State Council meeting. The budget for the Ministry of the Interior and Safety from the 1st and 2nd supplementary budgets is expected to increase to approximately 84.1077 trillion won, up from the main budget of 72.839 trillion won.

Most of the supplementary budget for the Ministry of the Interior and Safety is focused on the livelihood recovery consumption coupons aimed at stimulating consumption and revitalizing the economy. The livelihood recovery consumption coupons will provide 150,000 won to the top 10% income earners, 250,000 won to the general public, 400,000 won to single-parent families and low-income individuals, and 500,000 won to basic recipients. Additionally, residents of areas experiencing population decline will receive an extra 20,000 won per person. Further details regarding the timing, usage, and payment methods will be announced separately later.

An additional 600 billion won has been allocated for the issuance of regional love gift certificates. With this, regional love gift certificates will be issued at a record-high level of 29 trillion won this year. The Ministry of the Interior and Safety plans to apply differentiated rates for national financial support based on regional financial conditions, with rates of 10% for population decline areas, 8% for non-capital areas, 5% for capital areas, and 2% for local governments with strong financial capacity under the normal grant system.

A budget of 52.5 billion won has also been allocated for the repair of areas affected by natural disasters such as forest fires and heavy rains. Additionally, funding of 1.5 billion won has been included to support the families of victims of the Itaewon tragedy on Oct. 29 and other affected individuals. This funding will be used for living support payments, employment retention costs due to leave, and government-led memorial events for the 3rd anniversary, among other expenses.

Meanwhile, the supplementary budget proposal that passed the State Council will be submitted to the National Assembly on the 23rd for final approval.
