The Presidential Council on National Affairs reported on the 19th that it reviewed major labor policy tasks, including the Yellow Envelope Law and extending the retirement age, based on the work report from the Ministry of Employment and Labor.
The National Affairs Planning Committee's Social 1st Division received a work report from the Ministry of Employment and Labor at 2 p.m. at the Sejong Convention Center and reviewed key issues and core policy tasks.
During the work report, major tasks for realizing a 'zero wage arrears era' and amendments to Articles 2 and 3 of the Trade Union and Labor Relations Adjustment Act (Yellow Envelope Law) were reviewed. Additionally, discussions were held on improving legal systems to protect the rights of platform workers and establishing a labor safety and health system.
The Yellow Envelope Law is one of President Lee Jae-myung's key pledges. Its core provisions strengthen the primary contractor's responsibility towards subcontracted workers and limit corporations' claims for damages against striking workers. It also encompasses broadening the scope of union disputes to enhance bargaining rights.
Additionally, on that day, opinions were exchanged on promoting agreements related to demographic changes, industry, and extending the retirement age, as well as plans for reorganizing vocational training.
The National Affairs Planning Committee noted that based on the content of the work report, it plans to select national tasks that can realize a 'labor-respecting society' through future committee reviews and discussions with relevant ministries.
