People Power Party lawmaker Kang Myung-gu introduced a proposal for "three laws to prevent lease fraud" aimed at preventing damage from lease fraud and strengthening tenant rights.
According to Kang's office on the 18th, this amendment consists of ▲the "Housing Lease Protection Act" which allows tenants to verify key information before the contract ▲the "Certified Realtor Act" which clarifies the responsibilities of brokers ▲the "Special Act on Supporting Victims of Lease Fraud and Ensuring Housing Stability," which raises the deposit requirements for recognizing lease fraud victims.
The amendment focuses on enabling tenants to check risk factors from the pre-contract stage. It also aims to clarify the responsibilities during the brokerage process, adjusting the standards for victim protection to be more reasonable. Kang's office noted, "Establishing an institutional foundation for tenants to enter contracts in a safer environment is key."
Lawmaker Kang Myung-gu stated, "The damage from lease fraud is not merely an individual misfortune but a structural issue arising from a lack of information and institutional loopholes in the contract process," adding, "I hope this amendment becomes a turning point to prevent lease fraud damage in advance and I will do my best for effective legislation that ensures housing stability for ordinary citizens."
Earlier, Kang took action in response to reports of lease fraud damage received during the 'Day of Civil Complaints' held at his regional office in April. Collaborating with the Gumi City Hall and the Housing and Urban Guarantee Corporation (HUG), he opened a "visiting consultation center for lease fraud victims" and provided customized consultations on legal, psychological, and housing matters to over 30 victims.
