The Citizens' Committee for People's Livelihoods reported that the early voting for the 21st presidential election was poorly managed on the 29th and 30th of last month, and filed a complaint against over 10 officials from the Seoul and Gyeonggi election commissions, including the chairpersons.

The committee filed a complaint on the 1st against Oh Min-seok, chairperson of the Seoul election commission (president of the Seoul Central District Court), Kim Se-yoon, chairperson of the Gyeonggi election commission (president of the Suwon District Court), the Secretary-General, and 16 other officials from the election commission to the Seoul Central District Prosecutors' Office for negligence of duty, among other charges.

Conventionally, the chairperson of the election commission in a city or province is held by the chief judge of the district court, while the chairperson of the election commission in districts and cities is held by the head of the support office or a senior judge of the district court. As a result, many judges were included as individuals subject to the complaint.

Earlier, at the early voting site in Daechi 2-dong, Gangnam District, it was reported that on the 29th of last month, a voting worker voted using her husband's identification card before voting with her own identification. Consequently, the police have begun an investigation.

Additionally, at the old community center voting site in Sinchon-dong, Seodaemun District, it was reported that some voters received their ballots and returned after having meals outside. At the voting sites in Shinheung-dong, Bucheon, and Janggi-dong, Gimpo, ballots from the 22nd general election were reportedly found in the ballot boxes.

The Citizens' Committee for People's Livelihoods claimed, "Such incidents occurred due to the election commission's neglect of management and supervisory duties." On the 29th of last month, the committee also filed a complaint against Noh Tae-ak, chairperson of the election commission, Kim Yong-bin, Secretary-General, and Heo Cheol-hun, Deputy Secretary-General, for negligence of duty and other charges.
