Discussion has taken place to promote personnel innovation for 800,000 specific public servants, including teachers, military personnel, police, and firefighters.

The Ministry of Personnel Management noted that on Nov. 11, it held the '18th specific personnel innovation council' at the Government Seoul Building with the Ministry of Education, Ministry of Foreign Affairs, Ministry of National Defense, Korean National Police Agency, Korea Coast Guard, and Fire Agency to share the direction and tasks for innovating the public service culture.

The Ministry of Education will establish related computer networks to systematize the handling of school complaints to protect teachers' educational activities. The Ministry of National Defense plans to introduce an electronic talent management system for innovating defense personnel management.

The police and firefighters will carry out reforms of the personnel system to strengthen a performance and capability-based personnel system. The Korea Coast Guard plans to introduce a fast-track promotion system to select outstanding talent, where promotions can occur based on performance and capabilities regardless of seniority.

Since 2015, the Ministry of Personnel Management has been operating the specific personnel innovation council to share personnel innovation tasks and outcomes.
