The Constitutional Court, located in the Jongno District of Seoul, is implementing comprehensive emergency measures in relation to the impeachment ruling of President Yoon Suk-yeol. The Constitutional Court has completed the impeachment hearing for President Yoon but has not yet announced the ruling schedule.
The district announced on the 14th that it will deploy district employees for emergency duty in crowd management for three days before and after the impeachment ruling day. The emergency duty will focus on the safety of citizens and the protection of property.
The district has also decided to establish an emergency medical support system. A field clinic will be set up in the Cheondogyo Suun Hall parking lot, where approximately seven medical personnel, including doctors and nurses, will be deployed. The medical support team will treat minor injuries, and the rapid response team will actively respond in collaboration with the disaster medical support team if there are multiple casualties. The disaster medical support team will include the Jongno District Health Center, Kangbuk Samsung Hospital, Seoul Red Cross Hospital, and Seran Hospital.
Jongno District also plans to manage illegal street vendors and items piled on the street. Initially, it has recommended that vendors voluntarily clean up signs and fixed objects such as stones, glass bottles, and plastics that are unlawfully placed along ▲Samil Road (Constitutional Court~Anguk Station~Nakwon Arcade) ▲Yulgok Road ▲Sajik Road (Anguk Station~Songhyeon Plaza~Gugun Museum) ▲Sejong Road (Gwanghwamun~Cheonggye Plaza) ▲Jongno (Bosingak~Gwanghwamun Plaza). The Jongno Street Vendors Association has also been asked to suspend operations on the ruling day. Items that are not cleaned up voluntarily in advance will be forcibly managed by the district.
The district will operate a cleaning task force consisting of 180 district employees and environmental officials to organize the site and clean the roads before and after gatherings. Along with this, before the ruling day, repairs will be made to the roads and road facilities around Gwanghwamun Station and Anguk Station, and inspections of construction sites will be completed. They will inspect for any damaged paving stones and corrosion of facilities, and also check the condition of security lights and piled materials.
Jongno District plans to continuously monitor the status of closed-circuit (CC) TV and fire-fighting facilities to protect cultural heritage and ensure 24-hour surveillance. Documents and individual messages have also been sent to foreign city lodging businesses, traditional house experience businesses, and travel industry personnel.
Jung Moon-hyun, the district head, said, "Every weekend, district employees are monitoring the situation around Gwanghwamun and Anguk Station in cooperation with the police," adding, "We will prioritize citizen safety and property protection and prepare thoroughly in close collaboration with related agencies."
