The Seoul Metropolitan Government is promoting the "newlywed couple safe housing" project in three areas: Banghwa-dong in Gangseo-gu, SinGil-dong in Yeongdeungpo-gu, and Wonhyo-ro-dong in Yongsan-gu. The first move-in is anticipated as early as 2029.
According to the Seoul Metropolitan Government on the 9th, a total of three projects related to the newlywed couple safe housing have either completed the preliminary consultation or are in the proposal submission stage.
The areas near 555-10 Banghwa-dong close to Gaehwasan Station and 95-136 SinGil-dong near SinGil Station have completed the preliminary consultation stage, while the area near 72-3 Wonhyo-ro 2-ga along the main road has received proposals.
The total supply scale for these three candidate project sites is 599 households. Specifically, Banghwa-dong will have 72 households (15 public rental, 36 private rental, and 21 sales), SinGil-dong will have 298 households (113 public rental, 149 private rental, and 36 sales), and Wonhyo-ro-dong will have 229 households (112 public rental and 117 private rental).
The procedure for the newlywed couple safe housing project involves the following steps: proposal submission and review → preliminary consultation by the integrated review committee → project plan submission → public announcement for residents and discussions with relevant departments → review by the integrated review committee → designation and approval of the district and announcement → construction commencement.
The first project to complete the preliminary procedure is set to commence construction in January next year, aiming for occupancy in 2029. The city plans to supply a total of 2,000 households over three years starting from this year based on permit criteria.
The newlywed couple safe housing aims to increase the birth rate through residential stability for newlywed couples. It is a new rental housing supply model set by the Seoul Metropolitan Government targeted at couples married within seven years and those preparing for marriage. Project sites will be public transportation hubs within 350 meters of subway stations or within 50 meters of major roads.
The housing will be supplied in a mixed form of "70% rental + 30% ownership" with rental prices set at 70% to 85% of market rates for private rentals and 50% for public rentals, while sales prices for ownership units will be set at 90% to 95% of market rates. For public rental units, those who give birth will have priority purchase rights after residing for 20 years, and private rentals will grant the right to purchase at market price after 10 years of residency upon childbirth.
The residential spaces will include highly desired alpha rooms and children's rooms, with built-in appliances such as refrigerators, washing machines, induction stoves, and air conditioners. Shared child-rearing spaces and Seoul-style kids' cafes will also be provided.
A city official noted, "Despite the downturn in the construction market, we are receiving proposals at a good level due to the favorable business model," and added, "As this is a new project, we plan to regularly hold informational sessions to communicate the direction and effect while listening to concerns to further develop the project."
