The Presidential Secretariat reportedly replied to the Ministry of the Interior and Safety on the 3rd, stating that it does not possess the main points of participants' remarks regarding the Cabinet meeting held prior to the declaration of martial law.
The Presidential Secretariat informed the Ministry of the Interior and Safety that the Cabinet meeting participants were “President Yoon Suk Yeol, Choi Sang-mok, Minister of Strategy and Finance, Cho Tae-yul, Minister of Foreign Affairs, Kim Young-ho, Minister of Unification, Park Sung-jae, Minister of Justice, Kim Yong-hyun, Minister of National Defense, Lee Sang-min, Minister of the Interior and Safety, Song Mi-ryeong, Minister of Agriculture, Food and Rural Affairs, Cho Kyu-hong, Minister of Health and Welfare, and Oh Young-joo, Minister of SMEs and Startups.”
The Presidential Secretariat revealed to the Ministry of the Interior and Safety that the Cabinet meeting concluded in just five minutes. The meeting was held from ‘10:17 p.m. to 10:22 p.m. on Dec. 3, 2024.’ The agenda included the ‘martial law declaration proposal,’ with the reason for the proposal being ‘to declare martial law from 10 p.m. on Dec. 3, 2024, to maintain constitutional order.’
The Ministry of the Interior and Safety disclosed through a press release on the 11th that it requested related materials from the Presidential Secretariat regarding the declaration and lifting of martial law and received this response.
The Protocol Office of the Ministry of the Interior and Safety, which distributed the documents that day, typically handles tasks such as drafting minutes when Cabinet meetings are held. However, due to the sudden convocation of the Cabinet meeting related to the declaration and lifting of martial law, a representative from the Protocol Office did not attend. Consequently, the Ministry of the Interior and Safety requested related materials from the Presidential Secretariat.
Regarding the Cabinet meeting for the lifting of martial law on the 4th, the Presidential Secretariat replied to the Ministry of the Interior and Safety stating, “There were no remarks except for the proposal explanation by the Minister of National Defense.”
The Presidential Secretariat notified the Ministry of the Interior and Safety that the attendees of the Cabinet meeting for the lifting of martial law were “Prime Minister Han Duck-soo, Yoo Sang-im, Minister of Science and ICT, Cho Tae-yul, Minister of Foreign Affairs, Park Sung-jae, Minister of Justice, Kim Yong-hyun, Minister of National Defense, Lee Sang-min, Minister of the Interior and Safety, Yoo In-chon, Minister of Culture, Sports and Tourism, Song Mi-ryeong, Minister of Agriculture, Food and Rural Affairs, Ahn Deok-geun, Minister of Trade, Industry and Energy, Kim Wan-seop, Minister of Environment, Kim Moon-soo, Minister of Employment and Labor, Park Sang-woo, Minister of Land, Infrastructure and Transport, Oh Young-joo, Minister of SMEs and Startups, Chung Jin-suk, Presidential Secretary, and Shin Won-sik, National Security Advisor, and Bang Ki-sun, Minister of the Office for Government Policy Coordination.”

The meeting was held from ‘4:27 a.m. to 4:29 a.m. on Dec. 4, 2024.’ The agenda included the ‘martial law lifting proposal,’ with the reason for the proposal being ‘to lift martial law from 4:30 a.m. on Dec. 4, based on the resolution passed by the National Assembly demanding the lifting of martial law.’
