The Ministry of Land, Infrastructure and Transport announced on the 16th that a crackdown on illegal subcontracting and paper companies at 1,607 construction sites across the nation during the first half of this year resulted in the detection of a total of 520 illegal activities at 167 sites.
The detection rate of illegal activities compared to the number of targeted sites decreased by 4.5 percentage points compared to the first half of last year, and illegal subcontracting (197 cases, 37.9%) continues to hold the largest share.
The Ministry of Land, Infrastructure and Transport is requesting local governments to impose administrative penalties such as suspension of operations and fines on the detected companies, while notifying construction companies that have received administrative penalties for illegal subcontracting or illegal foreign employment about restrictions on participation in public construction subcontracting. A total of 238 companies were restricted from participating in public construction subcontracting during the first half of the year.
The Ministry of Land, Infrastructure and Transport has set up 'Fair Construction Support Centers' at five regional land management offices (Seoul, Wonju, Daejeon, Iksan, and Busan) to receive reports of illegal activities on construction sites.
The first reporter will receive a reward of up to 2 million won, subject to the review of the reward committee.
The Ministry of Land, Infrastructure and Transport plans to enhance the crackdown system by introducing an AI-based tracking system for suspected illegal activities and to conduct focused inspections on construction sites and companies that are socially concerning due to construction safety accidents, thereby enhancing fairness and safety at construction sites.
A Ministry of Land, Infrastructure and Transport official said, “We will continue to conduct rigorous and constant crackdowns on illegal activities at construction sites and handle violations strictly under the principle of zero tolerance,” and urged, “We ask those involved to comply strictly with the basic laws and regulations of the construction industry to create a fair and safe construction environment.”
