The Jung-gu district of Seoul has entered the land compensation process for the creation of the 'Dadong Neighborhood Park.' The Dadong Neighborhood Park is an area that the government designated for redevelopment in 1973, planning to develop parks and other facilities. However, for over 50 years, it has not been able to secure ownership of the land and has been used for purposes such as parking lots and police stations. The Seoul Metropolitan Government and Jung-gu have created a park on only some of the land for which they secured ownership, and now they are expanding the park through compensation. According to the plans of the Seoul Metropolitan Government and Jung-gu, the construction of Dadong Neighborhood Park is set to begin next year and be completed in 2027, marking 54 years since it was designated as a maintenance area by the Ministry of Construction's announcement.
According to the maintenance industry on the 15th, Jung-gu announced the 'Dadong Neighborhood Park Development Project Compensation Plan' on the 13th and has begun the compensation process. The targeted land is owned by the landowners and related parties of the land parcel numbers 45-6, 50, 51-8, 51-16, 51-19, 51-22, 51-25, 51-27, and 58-1 in Dadong, Jung-gu, and compensation will be made through the Seoul Housing and Urban Improvement Corporation (SH). Compensation will be made in cash after going through the processes of ▲ reviewing the documentation and filing for objections ▲ appraisal and determining the compensation amount ▲ negotiating loss compensation. If agreements with landowners cannot be reached, Jung-gu plans to proceed with expropriation reappraisal procedures.
In September 1973, the government designated an area of 19,965.8 square meters around Mugyo-dong, Dadong, and Euljiro 1-ga as a maintenance-type redevelopment zone (Ministry of Construction announcement numbers 367 and 368) and proceeded with the redevelopment project. It was also decided to create some of the redevelopment area as a park.
However, due to difficulties in securing land ownership, some projects were not implemented, resulting in only part of the land designated for park development (with an area of 1,929 square meters) being developed as a small park, while the remainder has remained private land or has been used as parking lots and police stations. In response, the Seoul Metropolitan Government decided in 2023 to designate this area as a pilot project site for the strategy to recreate green ecological urban centers, planning to secure ownership of nearby private land to expand the park to 3,936.2 square meters (approximately 1,190 pyeong) and to increase green spaces and open public spaces.
A Seoul city official noted, 'This is an area that was designated for development as a park in 1973, and while carrying out maintenance projects in the Mugyo and Dadong districts, we have gradually received contributed acceptances to secure about 80% of the ownership in public hands (Seoul City and local districts).' They added, 'We will also secure ownership through compensation and expropriation for the remaining land to create a neighborhood park.'
Meanwhile, the Taepyeongno Police Station of Namdaemun Police Station currently located on the Dadong Neighborhood Park site is set to transfer to Dadong 181-1.
