The Ministry of Land, Infrastructure and Transport announced on the 2nd that it has established the '2025 National Spatial Information Policy Implementation Plan' to realize digital twin nation early and will actively promote a convenient and safe land management system based on spatial information.

The ministry plans to enhance the integrated underground map to contribute to risk analysis, including various underground information such as ground subsidence history and soft ground information.

This year, spatial information policies worth approximately 583.8 billion won will be promoted across a total of 1,209 projects. The central government (104 projects) is set to invest about 381.9 billion won, while local governments (1,105 projects) will invest approximately 201.9 billion won, respectively. The average annual investment amount shows an overall increasing trend, rising sharply from an average of 72.0 billion won during the period of 1995 to 2005 to an average of 573.6 billion won from 2023 to 2025, nearly an eightfold increase.

During the period from 2023 to 2025, among central government departments, the Ministry of Land, Infrastructure and Transport will promote 137 projects worth 770.7 billion won, making the most active investment, while in metropolitan areas, Gyeongbuk, Gyeonggi, and Seoul will implement the largest investments.

The plan contains provisions for checking annual performance under the four major strategies of the 7th Basic Plan for National Spatial Information Policy (2023-2027) and continuously promoting the construction of digital twins, platform enhancement, talent development, and technology development.

Last year, a total of 1,152 projects worth 484.0 billion won were promoted in the spatial information policy, of which projects promoted by central government departments accounted for 94 cases worth 313.7 billion won, and those promoted by local governments accounted for 1,058 cases worth 170.3 billion won.

Among the spatial information projects promoted last year, the project 'Establishment of a Pre-Diagnosis Service for Factory Permits' by the Ministry of Land, Infrastructure and Transport was selected as the best project among central government projects, while the 'Establishment of an Integrated Safety Management System for Underground Facilities Based on Digital Twin' project by Daejeon Metropolitan City was chosen as the best project among local government projects.

The second phase of the digital twin national platform enhancement plan is aimed at responding to the increased demand and utilization potential for large-scale 3D spatial information due to advances in advanced technologies such as artificial intelligence (AI), cloud-native, and quantum cryptography, according to the ministry.

It will enable the distribution of large-scale and restricted spatial information, such as satellite images, and by applying AI technology, not only spatial information experts but also the general public will be able to easily access the information they need.

In addition, automatic analysis services for spatial information will likely be made possible, where AI analyzes drone footage to automatically detect illegal constructions and illegal dumping, supporting the rapid on-site response of local government officials.

Minister Park Sang-woo said, "Spatial information is a key infrastructure of the Fourth Industrial Revolution era. For the commercialization of robots and urban air mobility (UAM), high-precision 3D spatial information must be established first," and added, "Through active investment and support for spatial information policies such as digital twin nation, both the government and the private sector will work together to enable citizens to lead a more convenient and safe life."
