The Seoul Metropolitan Government announced on the 29th that it amended and passed five maintenance project agendas, including the 'Gangnam District Gaepo-Woosung Apartment Gaepo Development District detailed plan revision, reconstruction maintenance plan decision (revision), and landscape review (draft)' during the 3rd Urban Planning Committee's Rapid Integrated Planning Project Committee meeting held on the 28th.
The Gaepo-Woosung Apartment, located between Yangjae Stream and Maebong Station in Gangnam District, Seoul, will be transformed into a high-rise residential complex of up to 49 floors, including approximately 1,080 units (128 public housing units). The Gaepo-Woosung complex is an aging apartment completed in 1985, consisting of nine buildings with 459 units.
The Seoul Metropolitan Government plans to create a rhythmic skyline through a building height plan that harmonizes with the existing landmark, Tower Palace, and secured a visual axis that maintains continuity with surrounding complexes. It also plans to connect street parks and green spaces on the eastern and western sides of the district to strengthen the pedestrian and green network leading to nearby parks and Yangjae Stream.
Community facilities, such as small libraries and reading rooms, are planned around the Yangjae Stream, and facilities for residents, such as fitness centers and community meeting rooms, will also be expanded.
The maintenance plan decision and designation (draft) for the 'Cheonho-dong 214-19 Housing Maintenance Redevelopment Project' was also amended and passed. The target area is adjacent to Cheonil Elementary School and the Gobeundari Traditional Market, an area densely populated with aging low-rise single and multi-family dwellings. The redevelopment project was swiftly converted to a rapid integrated planning approach due to delays in advancement, and a maintenance plan was established through the preparation of rapid integrated planning guidelines in January of last year. The target site will consist of 11 buildings, with 2 underground floors and 23 above-ground floors, totaling 643 units (including 114 public rental housing units).
A public pedestrian passage running north-south will be planned within the complex, creating a pedestrian-friendly open community. Facilities, such as care facilities and community-use spaces, will be arranged along the public pedestrian passage.
The 'Yangcheong District Sinwool City Apartment Reconstruction Project's maintenance area designation and maintenance plan decision and landscape review (draft)' also passed the review. The targeted location in Sinwool-dong, Yangcheong District, has a good residential environment, with many parks and schools nearby, but has encountered difficulties due to height restrictions from Gimpo Airport.
Through this maintenance plan decision, it will reconstruct 3,149 units of residential apartments (including 196 public housing units) and ancillary facilities with a building coverage ratio of 60% or less, a floor area ratio of 250% or less, and a maximum height of 21 floors. The Shinwool Neighborhood Park, located in the center of the complex, will be relocated to the north, planning a total of 2.3 km long 'Yangcheon Green Road' connecting to Jiyangsans, Hanul Park, Reading Park, and Osokgil Park.
The 'Seocho District Bangbaemgwang 3rd Apartment Reconstruction Project maintenance area designation and maintenance plan decision (draft)' was also amended and passed.
The target site is near Bangbae Station on Line 2, surrounded by Umyeonsan Mountain, Maebong Mountain, and Bangbae Neighborhood Park, making it an area with a good residential environment. Through this maintenance plan decision, a reconstruction will occur for 379 housing units (including 47 public housing units) and ancillary facilities with a floor area ratio of 300% or less and a maximum height of 29 floors.
The 'Majang-dong 382 Housing Maintenance Redevelopment Project maintenance plan decision and maintenance area designation (draft)' also passed the review the previous day. The target site, located in the northern hilly area of Hanyang University, is a region where old buildings are concentrated, resulting in a very poor residential environment. It is planned to create a residential complex of a total of 262 units (including 40 public rental housing units) in six buildings, each 24 stories above ground.
In accordance with the '2030 Basic Plan for Urban and Residential Environment Maintenance,' a business viability correction coefficient has been applied, and the permitted floor area ratio has been relaxed from the previous 200% to 238.40%, improving the project's feasibility.
