The Ministry of Land, Infrastructure and Transport announced on the 6th that it will conduct a special housing competition for public housing providers such as local governments. Special housing refers to rental dwellings aimed at specific demand groups such as youth, the elderly, and small business workers, characterized by the provision of various support facilities, including social welfare facilities, care spaces, libraries, and Gong Yoo offices, along with living spaces.
The competition will run for about 60 days from the 7th to June 8th. Afterward, the results are expected to be announced in August following a review of the proposals, site inspections of the proposed projects (conducted by the Ministry and LH), presentation of the proposals, and evaluation committee deliberations.
The types of competition projects include ▲local proposal-type special housing ▲elderly welfare housing ▲youth-specialized dwellings ▲job-linked support housing, among four types.
Local proposal-type special housing is a public rental dwelling that can be customized based on local demand, such as encouraging childbirth and returning to rural areas, provided by public housing providers such as local governments. The implementing agency can establish and propose rental plans that fit local characteristics regarding the eligibility for residents of public rental dwellings, selection methods, and length of stay.
Elderly welfare housing combines rental dwellings equipped with convenience facilities for the residentially disadvantaged and social welfare facilities (1,000 to 2,000 square meters), providing housing and welfare services to homeless elders. The target group is those 65 and older with an income level below 150% of the median, and the recruitment of residents is divided by income brackets through integrated public rental housing, as well as permanent, happy, and national rental methods prioritizing individuals receiving basic livelihood or medical benefits and wartime veterans with a monthly average income of 70% or lower.
Youth-specialized dwellings are public rental dwellings that combine living spaces and services tailored to unmarried youth households for housing stability. Considering the characteristics of youth households with high demand for public transportation, the supply will be promoted in areas with good access to subway stations or public transport. It targets unmarried youth aged 18 to 39 and university students, incorporating flexible space utilization such as duplex and shared types, along with built-in installations preferred by the youth, such as storage cabinets.
Job-linked support housing is a rental dwelling aimed at reducing housing costs for workers in small businesses and industrial complexes, as well as for entrepreneurs, and revitalizing the local economy. It targets entrepreneurs (including workers), employees of small businesses and businesses in industrial complexes, and those involved in regional strategic industries, and provides specialized facilities such as Gong Yoo offices, community spaces, and startup support centers.
Special housing projects will begin after selecting candidate sites through biannual competitions. They will utilize idle land owned by local governments and national or public land, and will provide annual support of 80% of construction costs based on the size of the housing & urban fund loans.
Lee Gi-bong, the head of the housing welfare policy division at the Ministry, noted, "Through special housing, each region can supply dwellings that match the demand and realities of that region, and I urge the active participation and cooperation of public housing providers such as local governments in the project."
