The Ministry of Land, Infrastructure and Transport and Seoul City will launch a joint special survey to identify whether actual residency is taking place in existing land transaction permission zones. They will also examine any violations related to funding plans and supporting documents submitted for major apartment transactions in Seoul.
The Ministry of Land, Infrastructure and Transport and Seoul City will hold a joint meeting of the 'Ministry of Land, Infrastructure and Transport-Seoul City Housing Policy Council' to discuss these matters at Seoul City Hall on the afternoon of the 1st. Attendees will include Jin Hyun-hwan, the first vice minister of the Ministry of Land, Infrastructure and Transport, and Kim Seong-bo, deputy mayor of administrative affairs in Seoul, along with housing policy officials, who will discuss the follow-up implementation plan of the 'Housing Market Stabilization Plan' announced on the 19th and various policy cooperation tasks related to the '8.8 expansion of housing supply.'
First, a joint special investigation will be conducted to examine whether there are violations of actual residency obligations in the existing land transaction permission areas. Targets include redevelopment and reconstruction complexes in the Apgujeong, Yeouido, Mokdong, and Seongsu areas, the planned development site for Yongsan Maintenance Depot, and swiftly integrated reconstruction and redevelopment complexes.
The Ministry of Land, Infrastructure and Transport and Seoul City will conduct a thorough investigation based on previously submitted funding plans and supporting documents related to apartment transactions in key areas of Seoul, examining the legality and adequacy of the funding plans. If necessary, they plan to notify relevant agencies such as the National Tax Service, Financial Services Commission, and Ministry of the Interior and Safety, and request police investigations.
Seoul City will strengthen monitoring and guidance for practical training sessions conducted for staff across 25 basic local governments to ensure smooth processing and management of funding plans and supporting documents.
The Ministry of Land, Infrastructure and Transport and Seoul City will also discuss follow-up measures and proposals related to the '8.8 expansion of housing supply' aimed at increasing housing supply. The ministry is expected to order the swift approval of new purchase rental quantities and the establishment of a leading compensation team to expedite the early projects in the Seoripul district.
Seoul City proposes increasing purchase rental quantities to expand the supply of 'My House' in advance and plans to request an expansion of real estate transaction information sharing with provincial governors to strengthen real estate market analysis.
Since the 10th, the Ministry of Land, Infrastructure and Transport and Seoul City have also been conducting on-site inspections to address disturbances and illegal activities in real estate transactions, including price collusion, false listings, and reports.
Jin Hyun-hwan, the first vice minister of the Ministry of Land, Infrastructure and Transport, noted, 'The ministry and Seoul City plan to closely monitor market trends with heightened vigilance and will continue to respond vigorously until the housing market enters a solid stabilization phase,' adding, 'We will immediately implement various measures to establish market order.'
Kim Seong-bo, Seoul City's deputy mayor for administrative affairs, stated, 'We will closely manage maintenance projects so that housing supply can be quickly expanded,' adding, 'In particular, through active cooperation with the Ministry of Land, Infrastructure and Transport, we will continue to expand 'My House' for newlyweds to overcome low birth rates.'
