On the 14th, a day before the second anniversary of the Osong underground disaster, President Lee Jae-myung visited the site and said, "Casualties resulting from mismanagement must be strictly punished." On that day, President Lee visited the Gungpyeong 2 Underpass in Cheongju, North Chungcheong Province, and after receiving reports on improvements from the Ministry of Environment and North Chungcheong Province, he asked the bereaved families about their demands and spoke accordingly.
According to Spokesperson Kang Yu-jeong of the Presidential Office, President Lee asked at this meeting, "Is there something that cannot be solved merely by manpower, but needs to be addressed structurally and systematically?" He also noted, "Local governments and the central government must clearly distinguish between what should be done individually and what must be done together, and each unit must take responsibility."
President Lee asked Governor Kim Yeong-hwan about the flood risk areas in North Chungcheong Province, insufficient reservoir capacity, and the management status of local rivers and national rivers. After examining the areas around the underpass where vehicle entry barriers, emergency evacuation facilities, floodwalls, and handrails have been installed since the accident, he stated, "Checking the operation is as important as improving disaster response facilities and financial support."
Present at the scene were Kim Kwang-yong, head of the Disaster and Safety Management Bureau of the Ministry of the Interior and Safety, Oh Byeong-gwon, head of the Natural Disaster Safety Office of the Ministry of the Interior and Safety, Vice Minister Geum Han-seung of the Ministry of Environment, and Lee Yeon-hee, a member of the Democratic Party of Korea representing the local district. President Lee and the attendees wore black mourning ribbons. The Osong underpass disaster occurred on July 15, 2023, when the Gungpyeong 2 Underpass was flooded due to the overflowing Miho River nearby. The accident resulted in 14 fatalities and 16 injuries.
