President Lee Jae-myung noted that starting from the 21st, the livelihood recovery consumer coupon, which will provide a minimum of 150,000 won and a maximum of 550,000 won per person, should have its effect maximized during the holiday season, urging relevant ministries to operate various consumer promotion programs. He also ordered each ministry to prepare and report measures for domestic demand recovery.
On the afternoon of the 10th, President Lee chaired a meeting with senior aides at the Presidential Office, stating, "It seems that the execution of the consumer coupons will be carried out soon. The economic situation is very poor, and especially the situation of local businesses, vulnerable groups, and the livelihood economy is extremely concerning." The first consumer coupons under the Lee Jae-myung government will be distributed to the entire nation in two phases, with amounts varying based on income criteria (such as health insurance contributions) and residential area. The usage period is until November 30.
President Lee stated, "For a quick economic recovery, ensuring the management stability of small business owners and self-employed individuals, who can be called the micro-capillaries of our livelihood, is an urgent priority," adding, "The number of businesses that closed last year has exceeded 1 million for the first time, indicating a serious situation. Domestic demand is also extremely depressed, and we must mobilize all government capabilities to promote consumption and stimulate domestic demand."
He also ordered measures to prevent damage to vulnerable groups due to the record-breaking heat wave for the first time in 117 years. President Lee asserted, "We must swiftly implement possible measures to ensure that vulnerable groups do not suffer difficulties in various ways due to the heat," instructing, "Check whether the heat relief shelters maintained by local governments or public agencies are being properly managed and utilized."
He mentioned support from the earmarked tax (special) for disaster safety. This includes measures such as providing water supply for firefighting trucks and livestock quarantine vehicles, along with items to cope with the heat to livestock farmers, where livestock deaths have surged due to the heat. President Lee said, "Through the earmarked tax (special) support for disaster safety, we should provide items such as barriers, blow fans, and nutritional supplements, and take action to ensure that damage to aquatic life and fishermen's properties does not worsen, requiring proactive support measures."
