During the personnel hearing held at the Yongsan Army Club, Ahn stated, "North Korea is both our enemy and a fellow countryman." He added, "We must always view North Korea through two perspectives with various and sophisticated methods, and the 9·19 agreement should also be re-examined from scratch," and emphasized, "Rather than immediate restoration, we must assess what the most peaceful method is and how we can live most peacefully by combining the situation and conditions." The restoration of the 9·19 military agreement is a promise made by President Lee Jae-myung.

Ahn mentioned military morale as the most urgent task for defense reform. He remarked, "Due to the illegal martial law on 12·3, our military has been deeply hurt and has lost a lot of pride," adding that "reviving this intangible value of morale and confidence is more important than any weapons systems." He continued, "Pride comes from confidence, and only by enhancing confidence will our military's morale become vibrant and spirited in the barracks, resulting in a truly dynamic army."

Regarding U.S. President Donald Trump's mention of 'strategic flexibility' for the U.S. troops in South Korea and demands for increased defense costs, Ahn responded, "Now, the Republic of Korea is the 10th largest economy in the world and the 5th largest in defense spending," adding, "Rather than being passive, we will actively adopt a positive approach, considering where our national interests lie and addressing them from that perspective."

Regarding the forces involved in the 12·3 emergency martial law, he stated, "They must pay the price for their crimes." Ahn referenced the 5·16 military coup and the 12·12 military rebellion, saying, "Because there has been no historical reckoning, such problems continue to recur in modern civilized society," and stressed, "If we merely sprinkle disinfectant without eradication and seal the wounds, there will be parts that fester. I believe that what needs to be excised must be cut out for new life to thrive."

If Ahn is appointed Minister of National Defense, it will mark the first time in 64 years that a civilian will hold the position. Ahn stated, "Having spent over 40 years in politics, I will use the various know-how and experiences I have gained to realize true defense and dedicate myself to rebuilding the military as a force for the people."
