President Lee Jae-myung appointed Kim Han-seung as Vice Minister of Environment on the 26th.
Vice Minister Kim, born in 1969, graduated from Gyeonggi High School and earned a bachelor's degree in public administration from Korea University, entering public service through the 38th National Civil Service Examination.
At the Ministry of Environment, he served in key roles such as Director for Planning and Finance, Director General for Policy Planning, Director of Environmental Economic Policy, Director of Air Quality Policy, Director of Climate Change Policy, and Director of Climate and Carbon Policy. He worked on establishing the '1st National Carbon Neutral Green Growth Basic Plan,' which includes detailed implementation measures to reduce national greenhouse gas emissions.
He also served as the director of the National Environmental Human Resources Development Institute, deputy secretary-general of the 2050 Carbon Neutrality Committee, and the 22nd director of the National Institute of Environmental Research. He has led efforts encompassing economic and environmental policy for about 30 years, and he has voiced the need to 'adjust overlapping or inappropriate regulations.'
During his tenure as director of the National Institute of Environmental Research, he worked to establish a collaborative system with specialized research institutions based on the goal of 'overcoming the climate crisis through science' to study the widespread impacts of the climate crisis on society.
