Kim Byung-ki, a three-term member of the National Assembly, was elected as the floor leader of the Democratic Party of Korea for its 2nd term. As a key figure of the pro-Lee Jae-myung faction, Kim was evaluated as a suitable person to coordinate with President Lee based on his demonstrated organizational management abilities within the party.
Born in 1961 in Sacheon City, Gyeongnam, Kim graduated from Joongdong High School in Seoul and the Department of National Ethics at Kyunghee University (currently the Department of Philosophy). In 1987, he joined the National Security Planning Agency, handling personnel-related tasks, and participated in the National Intelligence Service reform task force during the Roh Moo-hyun administration. As someone who rose to the director of the Ministry of Personnel Management, he is known within the Democratic Party as an 'information expert.'
Kim joined the party in 2016 at the suggestion of then-Democratic Party leader Moon Jae-in. He became involved as an external expert in the New Politics Alliance for Democracy response team amid the controversy over the introduction of National Intelligence Service hacking programs in 2015. He was strategically nominated and elected in the Dongjak-gu Gap district during the 20th National Assembly elections, and he has since won consecutive victories in the 21st and 22nd National Assembly elections, serving as a three-term member.
Kim is a prominent figure who transformed from the pro-Moon Jae-in faction to the pro-Lee Jae-myung faction. When the motion to arrest then-Democratic Party leader Lee was approved in 2023, he criticized it by saying, 'It was the day the Democratic Party members became dogs,' making a substantial mark.
In the 1st term of Lee Jae-myung's leadership in the Democratic Party, he served as the chief deputy secretary-general. In the 22nd National Assembly elections last year, he chaired the candidate verification committee and served as the secretary of the committee for recommending candidates for public office, laying the foundation for the pro-Lee faction to secure seats. During the 6/3 presidential election, he served as the head of the organization headquarters for the Lee Jae-myung primary camp, and in the 20th presidential election, he led the task force for current issues in the election response committee.
As an information expert within the party and the secretary of the public relations committee, Kim has been known to play a central role among pro-Lee faction members. In this floor leader election, many current members he previously helped contributed to his victory. There are evaluations among members indicating that his election pledges showed traces of considering the difficulties faced by district members.
During the assembly meeting for the election of the floor leader, Kim stated, 'I will significantly enhance communication between the members and the floor leader's office to create a "one team," and I will be a partner in the achievements of each member and the development of their districts.'
