Exemption from military service was granted in March 1989 due to a criminal record. Kim's eldest son received a Grade 1 physical examination for conscription and is scheduled to enter the Army recruit training center in August this year.

Kim was sentenced to four years in prison in June 1985 for violating the Assembly and Demonstration Act and the Act on Punishment of Violent Acts. In July 1986, Kim was sentenced to one year and six months in prison and one year and six months of disqualification for violating the National Security Act.

In May 2004, Kim received an eight-year prison sentence suspended for two years and a fine of 20 million won for violating the Political Funds Act. In December 2008, he left a criminal record for two violations of the Political Funds Act with a penalty of 6 million won.

In the statement of reasons for the personnel hearing request, the president praised Kim for having 'fought against military dictatorship in the 1980s grounded on a steadfast belief in democracy since the student movement era, and actively responding to protect democracy during the constitutional crises like the martial law attempt in 2024.'

Candidate Lee reported assets under his name including deposits of 1.57232 billion won and bonds worth 220 million won. His spouse has deposits of 118.14 million won and securities worth 101.68 million won. Their eldest son refused disclosure citing reasons of independent living.

In the personnel hearing request, the president stated that Candidate Lee 'possesses a balanced perspective and pragmatic thinking based on outstanding scholarly achievements and experience in policy coordination, enabling a cold-headed judgment to navigate the grave reality in the swiftly changing situation on the Korean Peninsula.'
