The National Assembly held a plenary session on the afternoon of the 5th and passed the amendment to the 'bill on the appointment of a special prosecutor for the investigation of insurrection and foreign exchange acts by former President Yoon Suk-yeol and others' (Insurrection Special Prosecutor Act). The amendment was approved by 194 votes in favor, 3 against, and 1 abstention out of 198 members present.
The Insurrection Special Prosecutor Act targets allegations of 11 crimes related to the declaration of martial law on Dec. 3 by former President Yoon Suk-yeol, including insurrection and foreign exchange. A full-scale investigation is expected to begin soon with the appointment of the special prosecutor.
The Insurrection Special Prosecutor Act was submitted by the Democratic Party of Korea, Rebuilding Korea Party, The Progressive Party, Basic Income Party, and The Social Democratic Party of Korea on April 25. It was amended and submitted by the Democratic Party of Korea the day before, including provisions to increase the number of dispatched prosecutors from the previous 40 to 60 and the number of dispatched public officials and special investigators from 80 to 100 each.
The special prosecutor candidates were to be recommended by one member from the Democratic Party of Korea and one from the Rebuilding Korea Party, which has the most seats among non-partisan groups. Required presidential records for the investigation can be reviewed if more than three-fifths of the National Assembly members consent or if there is permission from the head of the relevant district court.
