Kim Moon-soo, the People Power Party presidential candidate, said on the 29th that he would provide 100 million won in support for each child born, distributed at each entry to elementary, middle, and high school. The party’s policy headquarters announced livelihood pledges such as easing the total debt service ratio (DSR) and relaxing farmland regulations outside the capital region, as well as increasing the tax credit limit for hometown love donations. This is interpreted as an effort to target centrist voters by introducing policies on the first day of early voting.

The candidate said at a rally in Gyeonggi Province that day, “I will give 100 million won for each baby born.”

He added, “If I just give 100 million won in cash, any mom or dad could spend it on something else, so it won’t be given all at once; instead, I plan to provide 25 million won when entering elementary school, 25 million won when entering middle school, and 50 million won when entering high school, which altogether amounts to 100 million won.”

During a meeting with welfare workers at the Cheoji Comprehensive Social Welfare Center in Ansan, Gyeonggi Province, he also mentioned, “We have a lot to do, but this time, I will announce a policy of giving 100 million won for each baby born.”

The candidate said, “Some people might spend the 100 million won on something unrelated, so it won’t be given all at once; instead, it will be 25 million won when entering elementary school, 25 million won when entering middle school, and 50 million won when entering high school, which jointly totals 100 million won.”

Earlier, on the 19th, the candidate visited the Korean Senior Citizens Association and noted that he is considering at the party level a proposal by Lee Joong-geun, chairman of Booyoung Group, to provide 100 million won for each child born to employees, stating, “This is exactly what I wanted to do.”

The People Power Party's policy headquarters also announced various livelihood-focused pledges that day. Some pledges were emphasized again even though they had already been announced.

Kim Sang-hoon, head of the policy headquarters, stated at a press conference in the National Assembly that the situation of unsold dwellings in non-capital regions is serious, and regarding the DSR, he announced that the current additional charge rate of 0.75% applied to non-capital regions will be abolished indefinitely and that further easing measures will be prepared.

Additionally, he revealed plans to reduce the current mandatory cultivation period for farmland acquisition from 8 years to 3 years and to remove the cap of 1 hectare for farmland acquired through inheritance or relocation.

In addition, he announced plans to raise the full tax credit limit for the hometown love donation system to 500,000 won, impose mandatory vehicle ignition lock devices for drunk drivers with a 'license suspension' status, introduce 'retinal examination' as a mandatory item for national health screenings for high-risk groups such as seniors over 60, diabetes patients, and smokers, and expand the compensation succession system for families of national merit to grade 7.
