Kim Moon-soo, the People Power Party presidential candidate, said about the 'three-way election strategy' on the 28th, one day before the early voting date, "Something will happen quietly. Just because it’s quiet doesn’t mean that nothing is happening."

After visiting Yeungnam University in Gyeongsan, North Gyeongsang Province, on the afternoon of that day, Kim responded to a question about how to attract votes from Lee Jun-seok, the Reform Party candidate, given that there has been no progress in unification.

Regarding the possibility of a turnaround in the election, he mentioned his past experience of winning a seat in the National Assembly by rising to the top in the final stages of the election in Bucheon, Gyeonggi Province, saying, "I have a lot of experiences of significant comebacks," and added, "There are many people who do not know me well, my start is late, and there are many issues with Han Duck-soo’s candidacy, making me feel lacking. The party is still in disarray. I believe that as these issues are well-organized, there will be many turnarounds and an increase in support rates."

In response to controversy over Lee's so-called 'chopsticks' remark, which allegedly incited hostility towards women during a debate the previous day, he said, "I have nothing special to say."

Kim will participate in early voting in Incheon Gyeyang, Lee Jae-myung's constituency from the Democratic Party of Korea, on the 29th. He previously pointed out the issues with early voting and pledged to abolish the early voting system.

Kim explained the significance of participating in early voting, saying, "Many supporters do not intend to vote early due to a significant amount of distrust. However, given that early voting lasts for two days, wouldn't we suffer tremendous losses if we don't vote? I aim to vote on the first day to eliminate distrust among many people. If there are any suspicions, I will report it properly to encourage more participation in voting."

Earlier that day, Kim also encouraged early voting during his campaign in Changwon. He said, "People think that early voting does not count, but you must vote early instead of not voting at all. We are thoroughly monitoring the situation, so do not worry, and if you think there is fraud during early voting, please report it immediately."

Regarding the appointment of Congressman Yoon Sang-hyun as the co-chair of the election campaign committee, he said, "I did not personally make the appointment." He added, "I heard that there was no one in the party to lead the election in Incheon, so it seems that he was appointed. I hear there are a lot of opposing comments." He did not clearly answer whether the appointment would be retracted. Lee Chung-hyung, the spokesperson for the campaign committee, who was next to him, said, "This is an issue handled by the party. The candidate is not involved in this matter."
