The Democratic Party of Korea announced on the 19th that it will file a complaint against Kim Moon-soo, the People Power Party presidential candidate, for violations of the Public Official Election Act. This is because candidate Kim publicized false facts about his assets, claiming that he 'did not accept and refused the 1 billion won democracy movement compensation.'
The Democratic Party election countermeasure committee's clean election law support group stated, 'Candidate Kim participated in the Incheon May 3 Democratic Uprising in May 1986, but has not applied for restoration of honor or compensation under the 'Act on the Restoration of Honor and Compensation for Persons Related to the Democratic Movement,' and it has been confirmed that even if he had applied, he would not be eligible for compensation.'
According to the Democracy Compensation Act, individuals who died or went missing in connection with the democracy movement, those who were injured, or their bereaved families can receive 'compensation' or 'medical support funds.' Additionally, individuals who were detained for more than 30 days or dismissed for reasons related to the democracy movement can receive 'living support funds.'
The support group noted, 'The maximum limit for living support funds is 50 million won. Candidate Kim, as a person who was detained for more than 30 days, met the requirements to apply for living support funds rather than compensation, but he has held positions as a National Assembly member and Governor of Gyeonggi Province from 2000 to 2014, which means he would not have been eligible to receive even the living support funds under the enforcement decree of the same law.'
The enforcement decree stipulates that 'living support funds shall not be provided if income exceeds a certain amount, or if the individual is a public official or executive of a public institution above a certain rank.'
The support group stated, 'The issue is that candidate Kim publicized false facts as if he had a property right to apply for and receive 1 billion won under the Democracy Compensation Act, but refused to do so.'
According to the support group, candidate Kim Moon-soo posted on the 7th on his YouTube channel 'Kim Moon-soo TV' a post titled 'List of 1 billion won democracy movement compensation recipients not received, Kim Moon-soo.' On the 14th, he posted similar content on Facebook.
Park Beom-gye, the head of the support group, pointed out, 'Led by candidate Kim, the People Power Party has actively and systematically promoted the so-called 'rejection of 1 billion won democracy compensation' and is portraying it as if candidate Kim could have received the 1 billion won but chose to forego it, which is clearly a false fact.'
'Moreover, candidate Kim is trying to inflate his participation in the democracy movement by distorting and utilizing the Democracy Compensation Act to cover up his shameful activities with right-wing extremists like Jeon Kwang-hoon,' and added, 'This is a serious insult to the contributors of the democracy movement and their families.'
Additionally, the support group announced that they would file a complaint against People Power Party lawmakers Jang Dong-hyuk and Park Dae-chul, as well as Park Jin-soo, co-chairperson of the Busan regional campaign, and Jeon Dong-seok, the Gwangmyeong party committee chairperson.
Lawmakers Jang and Park, as well as chairperson Park, face the same accusations as candidate Kim. The support group stated, 'Former chairperson Jeon maliciously publicized false facts about this candidate, claiming he made over 1 trillion won in political funds from corruption in Daejang-dong and Baekhyeon-dong.'
