The People Power Party said on the 18th that it will pursue a plan to connect the metropolitan area as a '30-minute living zone' and develop Gangwon Province as a hub for seven advanced strategic industries, including semiconductors.
The People Power Party's Policy Headquarters announced the presidential promises for the Seoul, Incheon, Gyeonggi, and Gangwon regions on this day.
The party explained that this promise was prepared based on the characteristics and tasks of the densely populated metropolitan area and the natural and tourism resources of Gangwon.
First, in the institutional sector of transportation, the plan includes expanding and completing the metropolitan area express train (GTX) lines early to usher in the '30-minute metropolitan era.' The GTX phase 1 lines A, B, and C will be extended to Pyeongtaek (A), Gapyeong, Chuncheon, Osan, and Asan, while the D line will expand with Incheon Airport and Gimpo Janggi as the western terminals and Paldo and Wonju as the eastern terminals, in a 'double Y' structure. The E line will share the D line from Incheon Airport to Daejang and then extend to Deokso, while the F line plans to establish a 'circular line' utilizing the Suin-Bundang Line.
Seoul's policy is to introduce 'Seoul-type urban air mobility' (S-UAM) to provide advanced future transportation services. It plans to expand tourism benefits through nighttime autonomous taxi and bus operations, the establishment of Seoul Port, and Han River buses. Incheon will push for the Incheon-origin KTX, extend Incheon International Airport, and also expedite the construction of the second Gyeongin Line metropolitan railway. It aims to open the Jecheon-Yangwool expressway in a timely manner while also early constructing the Gangwon-style expressway and extending the GTX-B line (Masok-Chuncheon).
It also presented region-specific development promises. Gangwon plans to create a specialized ecosystem centered on seven strategic industries: semiconductors, bio, hydrogen energy, eco-friendly future vehicles, salmon industry, advanced defense industry, and climate tech.
Through the third revision of the Gangwon Special Act, it intends to focus on nurturing these strategic industries and to pursue key projects such as the establishment of international schools and Gangwon Science and Technology Institute and the promotion of hydrogen and biohealth.
Seoul has promised regulatory relaxation measures such as expanding regulatory-free zones in the metropolitan area to strengthen urban competitiveness and operate youth employment training schools to improve youth employment rates. Incheon is committed to the fifth phase of Incheon Airport expansion to respond to air travel demand, designating additional areas of the Incheon Free Economic Zone, and expanding bio-specialized areas in Songdo International City. Gyeonggi Province will designate six northern cities and counties, including Gimpo and Paju, as growth promotion areas to ease regulations in the metropolitan border area, while easing restrictions on the size of industrial complexes and urban development projects in the eastern regions such as Icheon and Yeoju.
Additionally, measures to expand medical, care, cultural, and tourism infrastructure for the metropolitan and Gangwon regions are included in this promise. The headquarters noted, "We will continue to introduce daily promises from the public for a new Republic of Korea in the future."
