Kim Moon-soo, the presidential candidate of the People Power Party, officially proposed a constitutional amendment for 'power transition' on the 18th, suggesting that the term for the president elected in this election be shortened from the current 5 years to 3 years and advocating for the introduction of a 4-year term system. He also publicly proposed a constitutional agreement to Lee Jae-myung, the candidate of the Democratic Party of Korea.
In the position paper on the constitutional amendment he announced that day, Kim said, "To align the cycle of the 2028 general election and the presidential election, I will shorten the term of the president elected in this presidential election to 3 years," adding, "I am determined to push through this term reduction amendment for the development of Korean politics."
He continued, "I propose a 4-year term system that aligns with the principle of responsible politics and maintains political stability," revealing his intention to completely reform the current 5-year single term system.
He also presented a structural reform plan for politics and judiciary, which includes adjusting powers to dissolve the imperial presidency, completely abolishing the president's immunity from prosecution, and ensuring the neutrality and independence of the Supreme Court justices and constitutional judges by making the recommendation committee a legally established body, as well as abolishing the immunity from arrest for members of the National Assembly.
In particular, he emphasized that he would strengthen direct democracy systems such as citizens' legislative initiatives and the recall system for members of the National Assembly to check power abuse by the National Assembly.
He urged Lee to "immediately sign a constitutional agreement," stating, "Since Lee Jae-myung has repeatedly changed his statements regarding the constitution, it is necessary to formalize this in writing in front of the public."
Kim also pointed out the '4-year re-election system' constitutional proposal suggested by Lee Jae-myung. He stated, "The 4-year 'term system' allows for one re-election opportunity but means the total duration cannot exceed 8 years. However, the 're-election system' means that after serving two terms, the president can take a break and then serve two more terms," and added, "It needs to be clarified whether the term 're-election system' creates an opportunity for long-term rule."
Kim described his constitutional amendment as "a power transition amendment for the people," stating, "Political reform should be a way to restore the trust of the people. I will walk this path with the people."
