The Rebuilding Korea Party announced on the 29th that it had proposed a 'special law for the construction of an administrative capital' that includes completely transferring the National Assembly and the presidential office to Sejong Special Autonomous City.

On this day, floor leader Hwang Un-ha said at a National Assembly press conference, 'We will submit a bill for the construction of a complete administrative capital to the National Assembly to drive national decisions.'

Floor leader Hwang noted, 'All presidential candidates in this election cannot avoid the national task of constructing an administrative capital and will seriously consider constitutional amendment for the country's future,' adding, 'The Rebuilding Korea Party will serve as the icebreaker to enable presidential candidates to make decisions.'

Additionally, floor leader Hwang mentioned that during the Roh Moo-hyun administration the Constitutional Court ruled the 'Special Measures Act for the Construction of an Administrative Capital' unconstitutional, stating, 'While the Constitutional Court's decision must be respected, we cannot respect the reality that the population proportion in the capital region exceeds half.'

'Now we must end the situation where the capital region suffers and the non-capital regions are on the verge of collapse,' he emphasized.

Additionally, the Rebuilding Korea Party proposed amendments to the National Assembly Act and the Government Organization Act along with the special law for the transfer of the administrative capital.
