The 'Kim Moon-soo Policy Research Institute' held an inauguration ceremony that day at the 'Victory Camp' election office in Yeouido, Seoul. They are an external policy advisory group supporting Kim’s policy and pledge establishment, consisting of 136 members, including university professors and various experts nationwide. Professors Cho Dae-yeon from Korea University, Kim Kyung-won from Sejong University, and Kim Yong-ho from Inha University serve as co-representatives.

They expressed support, stating, "Individuals who can be entrusted with designing the vision and national strategy for the future of the country" and continued, "Leaders who can ponder the long-term framework for the Republic of Korea and present dreams and hopes for the youth and the next generation."

Kim expressed his welcome for the launch of the 'Kim Moon-soo Policy Research Institute,' stating, "I will ensure that the outcomes of intellectuals' hardships in reality politics are realized if you present excellent directions not only in the research institute but also in the field and reality."
