The Ministry of Economy and Finance announced on the 18th that it has appointed Yoo Byeong-seo, the budget coordination officer, as the new Deputy Minister of Budget. The Deputy Minister of Budget is a key position overseeing the overall formulation and adjustment of the national budget.
Born in 1969, Yoo graduated from the Department of Economics at Seoul National University and received a master's degree in business administration from Purdue University in the United States. He entered public service through the 38th civil service examination and has held key positions in the budget field since his time at the former Ministry of Planning and Budget.
Yoo is regarded as a 'traditional budget man' within the Ministry of Economy and Finance. After serving as the head of the General Administrative Finance Division, the head of the Development Cooperation Division, and the head of the Financial Operation Cooperation Division, he worked as an administrator in the Economic and Financial Secretary's Office of the Presidential Office, and subsequently took on major budget departments, including the head of the Education Budget Division, the head of the Land and Transportation Budget Division, and the head of the Welfare Budget Division.
He was dispatched as the chief economist for the Korea-Japan desk at the Organization for Economic Cooperation and Development (OECD) headquarters in France, gaining experience on the international stage, and has also served as the deputy director of the ASEAN+3 Macroeconomic Research Office (AMRO) in Singapore, demonstrating his capability in international affairs.
Since returning to the Ministry of Economy and Finance, he has passed through all key positions related to the budget, including the Financial Planning Coordinator, the Policy Advisor to the Minister, the Chief of Staff to the Deputy Minister, the Welfare Safety Budget Review Officer, and the Budget Coordination Officer. Until recently, he served as a senior administrator in the president's secretarial office.
He is also highly regarded within the organization. He has been selected three times in a 'preferred boss' vote conducted by Ministry of Economy and Finance employees based on criteria such as leadership, expertise, and character, and has been inducted into the 'Hall of Fame.'
