The former governor's camp announced on the 11th, "Kim will hold a press conference announcing his candidacy for the presidential election at Sejong City Hall in Sejong City on the 13th."

The former governor's camp noted, "Sejong City is a symbolic place of local autonomy and balanced development, which has been a long dream of President Roh Moo-hyun. The former governor has emphasized the transfer of the presidential office to Sejong City through the re-promotion of the administrative capital and the era of ultra-wide local governments, and has decided to announce his candidacy in Sejong City as an extension of that."

The former governor will officially become the fourth to declare candidacy for the presidential election, following former lawmakers Kim Du-kwan, Gyeonggi Province Governor Kim Dong-yeon, and former representative Lee Jae-myung from the Democratic Party.
