The Korea Information & Communication Association, a legal theory research group encompassing the entire field of information and communication (ICT) law including telecommunications, broadcasting, radio, data, artificial intelligence (AI), platforms, and personal information protection, will hold its inaugural seminar on the theme 'The present and future of information and communication law' at the Westin Chosun Hotel in Seoul on the 26th, the association announced on the 20th.
The association focuses its research on the information and communication law areas of the current Ministry of Science and ICT's second vice-minister's office, the Korea Communications Commission, the Personal Information Protection Commission, the Ministry of the Interior and Safety, and the Ministry of Culture, Sports and Tourism. It plans to study the improvement of legal systems in the information and communication sector at the levels of telecommunications law, broadcasting law, radio law, administrative organization law, and ICT law, which have relatively insufficient legal theory research.
The inaugural chair is Professor Lee Sung-yeop from the Korea University Graduate School of Technology Management. Professor Lee has been researching information and communication law and policy at Korea University since 2017, after working at the Ministry of Science and ICT and KIM&CHANG.
The seminar will begin with congratulatory remarks from former Minister of Science and ICT Noh Joon-hyung, Professor Lee Won-woo from the Seoul National University Law School, Jeong Kyung-taek, a representative lawyer from KIM&CHANG, and Choi Jang-hyuk, the vice-chairman of the Personal Information Protection Commission. This will be followed by a keynote address from former Seoul National University President Sung Nak-in.
The main presentations will be divided into four topics. Kim Tae-ho, a senior researcher at the Constitutional Court, will discuss the identity and future tasks of information and communication law, while Professor Kim Tae-o from Changwon National University will address issues and tasks in telecommunications and media law. Kim Ji-hoon, a senior specialist at Shin & Kim LLC, will present issues and tasks in the AI and data law fields, and Professor Gye In-guk from Korea University will propose directions for reforming government governance in the information and communication sector.
The comprehensive discussion will be chaired by Chair Lee Sung-yeop, with panelists including Professor Lee Kyung-won from Dongguk University (chair of the Information and Communication Policy Association), Professor Heo Jun from Korea University (chair of the Korean Communication Association), Professor Kang Jae-won from Dongguk University (next chair of the Broadcasting Society), Lawyer Park Kwang-bae from Lee & Ko, Professor Lee Bong-ui from Seoul National University (chair of the Platform Law Policy Association), and Eom Yeol, a policy officer from the Ministry of Science and ICT.
Chair Lee Sung-yeop noted, 'Through this association, I will strive to establish the legal foundation for Korea's IT powerhouse myth to transition into an AI powerhouse.'
