U.S. President Donald Trump has decided to limit visa issuance for foreigners entering the United States to study at Harvard University or participate in the university's scholar exchange programs.

On the 4th (local time), President Trump stated through a proclamation, "I have determined that it is necessary to restrict the entry of foreigners whose sole or primary purpose is to participate in Harvard University's academic courses or exchange visitor programs."

President Trump has previously escalated intervention by threatening to suspend subsidies for Ivy League universities that have continued anti-Israel protests since the outbreak of the Gaza conflict in October 2023.

In particular, as Harvard University has taken a firm stance, stating it "cannot tolerate the infringement of university autonomy," the Trump administration has intensified pressure by continuing to block various forms of support, warning of the recovery of subsidies, and pushing to terminate government service contracts. This action is also interpreted as an extension of these efforts.

On the same day, the Ministry of Education indicated it would consider revoking federal student aid certifications for Columbia University, citing the university's tolerance of anti-Semitism on campus.
