Ukrainian President Volodymyr Zelensky said he will send a delegation to Istanbul, Turkey, for a second negotiation with Russia on the 2nd (local time).

On the afternoon of the 1st, President Zelensky said via X (formerly Twitter), "On Monday (the 2nd), Defense Minister Rustem Umerov will lead our delegation."

Earlier, on the 28th of last month, Russia unilaterally announced the date and location for the second talks. It rejected Ukraine's proposal for a trilateral summit with the U.S. and Russia and demanded high-level negotiations in Istanbul.

In response, Ukraine initially did not express a clear position but later indicated its intent to attend. President Zelensky had previously demanded that a memorandum containing the agenda for the talks, including the conditions for a ceasefire, be presented first without disclosing his attendance status.

That day, President Zelensky said, "The first is an unconditional ceasefire, the second is the release of prisoners, and the third is the return of abducted children." This was reportedly the result of discussions among Ukraine's defense and foreign ministers and the head of the military general staff, among others, to organize the delegation's position.
