On the 29th (local time), the U.S. Department of State said regarding the deployment of North Korean troops to Russia, "Third countries like North Korea have sustained the war in Ukraine, and they must be held accountable for this."

State Department Spokesperson Tammy Bruce noted during a briefing that "North Korea is not being helpful. Other countries like North Korea are promoting this disaster, and their actions are making the war sustainable."

She added, "We continue to be concerned about North Korea's direct involvement in the war," stating, "The dispatch of North Korean troops for Russia and any reciprocal support from Russia to North Korea must be halted."

He also commented on Russia training North Korean troops, stating, "This directly violates United Nations Security Council Resolutions 1718, 1874, and 2270," adding, "These resolutions broadly prohibit the provision and acceptance of military training or support to North Korea."

Regarding the U.S. mediation of peace negotiations, he noted, "Now is the time for both sides (Russia and Ukraine) to present concrete proposals to end the war. How things will proceed from here depends on President Donald Trump's decision. If there is no progress, we will cease to act as mediators," relaying the words of Minister Marco Rubio.
